Skive Climate and Development Plan

In this project, we have collaborated with NIRAS in producing a scenario-based plan for urban development and climate adaptation around the Skive River in an area of 100 hectares located between the town centre and the commercial harbour. The area is called “Big Blue North”.

In 2015, Skive received a vision plan for several areas around the Skive River. The plan was named “Big Blue Skive”, and it is this plan, along with its associated visions of making the river the city’s frontside, that has been further developed. With the climate and development plan, we have created a new image of the vision in the form of a more well-founded structural plan for urban development, which considers the area’s conditions such as existing constraints and climate challenges. The project has a particular focus on dynamic adaptation strategies in relation to rising sea levels, groundwater, and rainwater. This is combined with a scenario-based approach to urban planning.

In Skive, it is possible to let the development and expansion of the city take place over a significantly longer period than in some other cities, as development here occurs at a slower pace than in larger growth areas. This is seen as a potential to carry out a more thoughtful and dynamic climate-adapted development, where new knowledge, both now and in the future, can influence the city’s development.

This is done both by using different scenarios and by using the DAPP model. With this model, short-term opportunities for climate adaptation are identified, while future adaptations are simultaneously kept as open possibilities. Future parameters that depend on decisions made today can subsequently be identified and evaluated through this method. Combined with a similar adaptive approach to urban planning, we have produced a new structural plan for Big Blue North, which shows the direction for development in the coming years, but which is also robust to change and flexible for adjustments.

In the work, we have continuously involved citizens, students, the Big Blue Forum, politicians, landowners, professional staff, and others to explore how land can best be allocated over time for urban development, coastal nature, and water. The involvement process is just one of several sub-products contributing to an overall understanding of future urban development and climate adaptation in Skive.
